Councilmen McAndrew, Schuster object to Scranton business administrator, IT director appointments | News

A pair of Scranton city councilmen voiced concern that Mayor Paige Gebhardt Cognetti’s appointees to the positions of city IT director and business administrator lack the necessary education and experience for those roles.

Council voted 3-2 last week to introduce legislation approving the appointments of Larry West as business administrator, an $80,000-per-year job, and Carl Deeley as IT director at an annual salary of $64,000. Councilmen Mark McAndrew and Tom Schuster voted no.

West is a former Dickson City borough councilman who served for more than a decade as former state Sen. John Blake’s regional director. Deeley, a former Toyota Motor Corp. manager who most recently served as city business administrator, is a business design and transformation specialist “with 20 years’ experience across major industry groups on 4 continents,” according to his resume.
