LANSING, MI — Gov. Gretchen Whitmer vetoed two bills Friday that would have created a new tax credit for businesses that purchased personal protective equipment during the pandemic.
The governor said she vetoed the legislation due to the nature of how the expense would have to be funded. The bipartisan bills aimed to create a tax credit rather than a grant program, making the expense ineligible for federal American Rescue Plan dollars, she said.
The bipartisan bills would have amended the General Sales Tax Act and the Use Tax Act to exempt PPE purchases from March 10, 2020 through December 31, 2021, from taxation. Businesses that adopted COVID-19 safety protocols could request a refund for any tax paid for the purchase of PPE and supplies.
“I am supportive of a grant program to help small businesses defray the cost of purchasing personal protective equipment to keep their employees safe during the COVID-19 pandemic,” Whitmer wrote Friday in a letter…
